Tatsuhiro Tsujikawa 5c4a52ad74 Managed user cuid in Piece. 
Previous implementation does not store information which Command cuid
uses which Piece.  Mark Piece acquired by SegmentMan by setting
Piece::setUsedBySegment(true).
